Jobe openly states that he wants you to cure the "poor dogs" AND kill Danforth. The clues you uncover as you play, as well as the comments of the NPCs themselves, are also directions on what is possible/necessary. I never knew I had to cure the dogs for Jobe to want to talk to me afterwards.You gotta follow more than just the quest log to know where you can go or what you can do. So wasn't it all for naught? Not according to Jobe and the quest journal, apparently. If you've done all that and he's still not in the same place waiting for the good news. Did you not speak to Jobe AFTER he poisoned the dogs but BEFORE you killed Danforth? Did you get the cure to administer to all the dogs (including Reina)? Did you cure EVERY dog? Doing all of these things, and either hashing things out with or killing Danforth, will lead to speaking to Jobe and finished the quest. Did you do that? Jobe will want the "innocent" dogs cured before he can accept the news that you killed Danforth and freed Happy Valley of the RSM's reign. There are 2 things you need to do to complete the quest, and one is CURE THE DOGS. I found him patiently waiting in the same location regardless of how I resolved the RSM situation. He shouldn't have moved from his spot at the back of the farm, so if he's not there, something bad happened. To finish the quest you need to speak to Jobe.
